Commission Cost Share Programs

Partnership Cost Share

The Watersheds' Partnership Cost Share program provides financial and technical assistance to private property owners who are looking to protect and improve water quality and native habitat.

Types of projects funded:
  • Raingardens, bioinfiltration/filtration features that filter surface runoff
  • Pervious asphalt, concrete, and pavers
  • Volume reduction practices (infiltration basins, trenches, cisterns, green roofs)
  • Conversion of impervious surface to turf grass or native plants
  • Stabilizing severely eroding banks of the Mississippi River
  • Upgrading existing Best Management Practices (BMPs) to treat more runoff than is required
Note that a project is only eligible for funding if the project is not already required by state, local, or watershed requirements. Projects must go above and beyond standard stormwater requirements.

Funding requests may range from $10,000 to $50,000. You must apply through your City Engineer and the project will be reviewed for funding assistance by the Watershed Commission at their monthly meeting. If awarded, awardees must obtain all necessary permits for the work and enter into an operations and maintenance agreement with the city (if applicable).  Projects are reimbursable after completion.

Previous Funded Partnership Cost Share Projects

  • Innovative stormwater features in Cresent Cove's outdoor play space
  • Rain gardens with native plantings at Brook Gardens multi-family living
  • Stormwater management retrofits at Autumn Ridge rental community

City Cost Share

The Watersheds' City Cost Share program provides financial assistance to the member cities to implement Best Management Practices (BMPs) that go above and beyond general or routine city management activities to provide significant improvement to the water resources of the watershed. Projects must cost below $200,000 to be considered.

Types of projects funded include:
  • Underground infiltration basins that go above and beyond requirements
  • Certain capital equipment like winter deicing brine equipment and street sweepers

The minimum cost-share per project is $10,000 and the maximum is $100,000. Cost-share is on a reimbursable basis following completion of the project. Projects are reviewed by the TAC and recommended to the Commission for funding.

Previous Funded City Cost Share Projects

  • Becker Park underground infiltration system in Crystal
  • Noble Avenue underground treatment system in Robbinsdale
  • Brine equipment for Brooklyn Park
  • New Hope Civic Center stormwater improvements
